Our hypothesis is that most Product Backlog Items can be separated into the Good, the Bad and the Ugly.

Ok, not the movie exactly:  The highly valuable, the middle value and the low value.

This is a real change to most cultures.  You need help to see and do this.

So, we recommend two things:

  1. Using Wide-Band Delphi Expert Estimating for the Business Value, with the best people you can find.
  2. Use ROI (BVPs / SPs) as the main way to order the work (the stories).

This will help you move toward the 80-20 idea.
